A detailed set of model regulations and strategies that any local government can use to encourage housing that’s affordable, in a way that fits their own community.
The Housing Action Plan (HAP) GIS application is a map-based tool that provides a range of information related to housing and the amenities and services that support them. The application includes data on housing, population, income, transportation, recreation, and environmental conditions throughout Pinellas County. These data layers can be combined to provide a snapshot of conditions within a specific area.
In 2024, Pinellas County conducted a countywide assessment of our housing stock and anticipated needs for affordable and market-rate homes based on our estimated future population.

Forward Pinellas has developed the “Live Local” Affordable Housing Dashboard in order to allow the public to track affordable housing projects that have used the preemptions of HB 1339, SB 962, or the Live Local Act. It is an online tool that will display each project, as well as associated metrics and data. This dashboard will be able to be used to compare projects across the county, view associated data, and track projects through their development process.
